Steps

1. If the lock is pending shelve, perform an open/close at the lock using a valid opening code generated with the original shelve key.
2. Report back to close the seal.
3. Dispatch another opening code from the system and close the lock again on the system. This will reactivate the lock in the system.
4. Create a new shelve key kit.
